There are many, many very good people in DoCS who do a job that is soul destroying, so I hate to tar the entire department with the same brush. The following story is revealed by a DoCS worker disgusted with the corrupt senior management, a victim of bullying from DoCS senior Banshees such as Paula Giles.

Paula Giles answers to no one, she has no accountablity, and exudes arrogance, with the knowledge she is one of the untouchable banshees running DoCS.

She also worked at the Caboolture DOCS office, and in the far north qld docs office, Mackay docs office, currently working her evil from qld DoCS. This woman is a senior DoCS manager, and hates men.

This woman removed a 13 yo child who had been with the same foster parents since birth, for no reason. The child stated that he did not want to leave, he loved his foster parents but this desperate plea was dismissed.

He told this evil woman who was solely responsible, he would kill himself if removed from the loving home he was fostered in. Paula Giles also ignored the pleas of other DoCS staff to leave the content child where he was. The child committed suicide soon after Paula Giles, DoCS senior manager, removed him from the DoCS foster home. Her behaviour has continued unabated for years since.

I am a 65 year old grandmother and mother. My infant grandson (and son and grand daughter) are in the picture with the broken arm received while in Foster care, along with numerous other injuries including a dislocated elbow of the other arm, all before he was even crawling! Neglects are also outlined in the copy of complaint to Review Board.

If these injuries and abuse had been incurred while a child was with it’s biological parent, charges would have been made!!!!!

Unfortunately Abuse and neglect are NOT under the jurisdiction of the Review Board and our Ombudsman has no authority either (as other provinces have)

NO ONE HAS BEEN HELD ACCOUNTABLE FOR THE HORRIFIC ABUSE AND NEGLECT OF MY GRANDSON!

Ontario is the only Province that does not have Oversight or Accountability of the Children’s Aid Societies.

The System is set up (in my opinion) to resemble Human Trafficking.

Definition: “Human Trafficking is the recruitment, transportation, harboring, or taking of persons by means of threat, force, coercion, abduction, fraud, or deception for the purpose of exploiting them. It deprives people of their Human Rights and Freedom, it is a global health risk, and it fuels organized crime’

The Children Aids Societies are provided money PER CHILD . The more children apprehended, the more money they get, the bigger their salaries and perks. The longer they keep the children, the more money keeps coming in.

It is to their advantage to NOT return children to their families!!!!!

Most families who have been involved with the Children’s Aid Society(Child Protection Agency) will tell you that it is VERY SELDOM about ‘what is in the best interest of the child’ which is supposed to be their mandate.

They took him away and for the last six months of Luke's life I would see him for two hours a week. I was never late, I never missed a visit. I stayed with the head of St Vincent De Paul in Cooktown to rehabilitate from drugs. This made no difference to the department of child safety. The friday before my son received a blow to the head so severe it fractured his skull, caused a blood clot, bleeding on the brain and starved his brain of oxygen, on this friday, January the ninth, my birthday, I finally had the meeting I had been waiting three months for. I was called a child abuser. Told that I had abused my son and should admit it. When I tried to object I was told I was raising my voice, handed a list of rules for future visits and told that the meeting was over. I would continue travelling four hours from cooktown to Cairns and four hours back, every week, to see my son for just two hours.

This "reunification team leader" who was supposed to help me get my son back, still works for the department of child safety. So does the woman who employed her, Pat Anderson.

Please ring the department of child safety North Cairns and request an audience with Pat Anderson. I did, twice in the week before that meeting, once three days later while my son lay there dieing.
I also rang the foster home, three times while my son lay there dieing.
Jo, the "reunification team leader" who was supposed to help me get my son back, knew that my son was in a house where the foster carer was 74 years old. Jo also knew that there were three older children who had a history of being abused in that house, all home from school holidays.
I also know that Pat Anderson, the woman who is supposed to care about children and set an example for her employees, Pat Anderson knows that this 74 year old foster carer has a gambling problem and brings the foster children to the club while she gambles.
Pat Anderson also knows that this 74 year old woman has a history of abusing the foster children.
Pat Anderson alson knows that this 74 year old foster carer turns a blind eye while the older kids bully the younger ones.
The 74 year old also knew that my son had received a severe knock to the head, and left him to die.
It wasn't til six hours later, after my third phone call to the 74 year old foster carer, that she finally checked on my precious little angel, and rang an ambulance.

Pat Anderson, head of the department of child safety in North Cairns, Jo the "reunification team leader", how dare you call me a bad parent when you put my son in this position.

I rang the complaints hotline of the department of child safety in Brisbane and they were horrified when I informed them of the situation, they gave me the name of the manager of the department of child safety in Cairns, Pat Anderson.

Both of you, Pat Anderson, manager of the department of child safety in North Cairns, and Jo, team leader ot the "reunification team",

PACK YOUR BAGS. YOUR TIME OF ABUSING FAMILIES AND ANSWERING TO NOONE IS OVER. I AM ONE ANGRY FATHER AND YOU DO NOT WANT ME TO COME DOWN THERE. Oh my god! My little boy was born just a few days before your beautiful Luke but the following year. He is now only 3 months older than when he was taken from you. My son, and his younger sister, were wrongfully taken 6 months ago and it took 5 months of fighting before having them placed with their grandparents while we sort this crap out.

I am the strongest person I know, but I have absolutely NO IDEA how you manage to keep going. Every time I see a photo of your little boy I start bawling with tears streaming down my face, as I am now. I love my daughter as well but it's my little boy who reminds me of your Luke, they look a little similar. I imagine how your son would've been at the same stage in his development as mine is now. I think of all the funny little things he does, the way he speaks, the way he pronounces some words funny. I think about how he screams when he knows I have to leave him again (I can only see him once a week) and I know that you are thinking all the same thoughts. We trudge through an empty house now, the doors to the kid's bedroom and toy room closed. We have photos up but I look down when I walk past them because it makes me cry when I see my boy's innocent face beaming back at me in one of his photos. The only consolation for me is that I know I will see him again, and eventually get him (and his sister) back.

When I think of how I would feel in your situation I want to exchange my life for Luke's so you can live happily together again. I can't imagine the pain you must feel. I feel so angry that your beautiful boy was torn from you and made to pay with his life despite him having never done anything wrong. He was the innocent party, as are all the children in DOCS. They are the prisoners made to pay for crimes they never committed.

I seriously believe that if I were in your position I would be in jail or dead or both. I cannot comprehend any other outcome. I have the utmost respect for you and what you are doing and can't fathom the massive strength you must have.

I know the next time I see my son I will burst into tears because I will remember Luke.
I wish you all the best with your cause and I honestly hope that the loss of your son was not in vain. I hope that your strength inspires, and saves others.

I am starting to look at other kids now and think, Luke would have been almost four now. My faith in God is the only thing that has got me through.
Even if I don't make it to heaven, I am 100% sure Luke will be there. I prayed for a son for 20 years and Luke was the miracle God gave me. When he was born I dropped to my knees in the hospital and said "He's yours God, take him when your ready."
I meant I wanted him to be a preacher but God had other plans. If I have someone to thank for changing my life and giving me a chance of going to heaven, it is my little Lukey Pookey.

No government will admit to making any mistakes. Here we have a media release from the federal government telling us they are running the perfect child protection system Australia wide. Media Releases National child protection reforms make impact on frontline Date: 3/05/2012 
  

The Second Annual Report on the National Framework for Protecting Australia’s Children 2009-2020 shows how COAG level reforms can make a real difference on the ground, the Minister for Community Services, Julie Collins MP, said today.

Ms Collins today released the 2010-11 report, which tracks the progress and achievements made during the second year of implementation of the National Framework.

The report shows interstate co-operation is on the increase through vital information sharing between the various child protection systems and Centrelink, Medicare and the Child Support Agency.

“This is all about child protection case workers having access to information about vulnerable kids and families to help them do their work,” Ms Collins said.

“There were almost 10,000 requests for information from child protection agencies to Centrelink, Medicare and the Child Support Agencies between October 2010 and October 2011.

“Since the protocol began in 2009, there have been over 24,000 requests for information.

“This information assists in investigations of suspected cases of abuse and neglect and ensures better care for children.

“This is a COAG level reform having a real impact on the ground and the Government is working with the states and territories about ways to expand it to other Commonwealth agencies.

The Second Annual Report brings also highlights achievements under the National Framework in 2010-11 including:

• The roll out of the first ever National Standards for out-of-home care in July 2011. Planning for a national biennial survey of children and young people in out-of-home care.
• The first nationally consistent approach to planning for young people leaving out-of-home care.
• The National Research Agenda for Protecting Australia’s Children 2011-14, which includes $600,000 over three years for research focussing on vulnerable children to inform future policy and service delivery to Australia’s children and their families.
• The development of a carer’s online resource to improve their access to information about the range of support and services available to them.

“Reducing child abuse and neglect is not an easy task and it will take time – the National Framework provides the foundation for long term change,” Ms Collins said.

“Commonwealth, state and territory governments will also continue to work with the non-government sector, through the Coalition of Organisations Committed to the Safety and Wellbeing of Australia’s Children to implement the National Framework.”

The Second Annual Report has been endorsed by Commonwealth, state and territory ministers through the Standing Council on Community, Housing and Disability Services.

Hi everyone.

We had a meeting with docs St Marys (NSW) today and we found out what is going on with Jayden, our 10yo autistic son, who has since July 2011, had 5 or 6 foster homes and has now been put in a refuge for teens. Originally this was to be a permanent placement, now its temporary. We also found out that Jayden has been put in this 'home' as its more residential. We've been told that not only is he being moved from St Saviours refuge to some refuge place in Marryong NSW. There has also been a notice put in either an Anglicare newspaper or local newspaper for a foster carer willing to take Jayden in, as if he is an unwanted pet. It turns out although my parents were successfully assessed by Life Without Barriers, to have our 13yo in their care in August 2011, docs used this exact same assessment to fail my parents to take Jayden in.
DoCs refuse to have Jayden assessed for autism and are medicating him with ADHD/ ADD medication which he does not need the foster carers he has been with are unable to 'control' him and hand Jayden back yet Jayden was removed from the school his father and I enrolled him in only for DoCs to move him to another school which he has not moved from the whole time he's been in DoCs care.
I am sick to death of the lies these people get away with. We have been told so many times that Jayden is very settled in his new placement. If you were moved to a new home every 6 weeks (on average), would you be settled? Jayden is very lonely, confused, upset, angry and everytime we see him, he's in torn or dirty clothes, looks like he hasn't bathed in awhile and doesn't involve himself with his brothers in the games and things, like he see them as strangers because that is exactly what they are to him.
If anyone in NSW sees an article in any kind of news type paper, involving Anglicare and fostering a particular 10/11yo boy, please please please let me know. My son does not deserve to be treated like an unwanted pet in a 'Free to good home' type add!!!

In what's regarded as a landmark case, a family is taking the parents of a group of young vandals to court, claiming they did not stop their children.

All over the country there are kids out of control, running amok without fear, usually leaving their terrified victims to pay for the damage they cause.

The question is being asked: why shouldn't their parents pay for the damage?

In Townsville, Judge Clive Wall was hailed as a "common sense hero" when in he ordered the parents of two teenage boys to pay $2000 compensation to a man called Neil Neilson.

The 53-year-old homeless man was doused in methylated spirits and set alight. Not once, but three times, by 13- and 14-year-old boys.

At the time of Judge Wall's groundbreaking decision, former Children's Court Judge Barbara Holborough applauded loudest.

Sadly, she says it is not being followed up.

"The public are sick to death of kids out of control," Ms Holborough said.

But someone has to pay the price for brazen, criminal behaviour by kids. And if not the children themselves, then who? The victims, or the parents?

"I think it's fair in certain situations that parents are called on to pay for the damage that their children do," Ms Holborough said.

WASHINGTON, May 22, 2012 /PRNewswire-Asia/ -- A noted economist and antitrust expert has authored a report calling OECD's proposed regulations to Mexico's telecommunication market unnecessary and unsubstantiated. Worse, they would harm Mexican consumers.

On Monday, Criterion Economics lead expert Gregory Sidak( http://www.criterioneconomics.com/gregory-sidak.html ) presented his study commissioned by America Movil( http://www.americamovil.com/amx/en )〞the parent company of Telmex and Telcel〞to the OECD, a global development and policymaking forum with members from thirty-four countries.

Sidak's report( http://ssrn.com/abstract=2061844 ) explained how policies recommended by the OECD would stifle competition and reward inefficient competitors. The report accompanies independent econometric findings from economists Jerry Hausman and Agustin Ros.

"The asymmetric regulation( http://ssrn.com/abstract=205670 ) advocated by the OECD would invite a government-sanctioned price-fixing cartel," says Sidak. "They would be rewarding inefficiency while penalizing efficient carriers at the consumer's expense."

"The OECD criticizes Mexico's amparo process and the filing of such appeals by [carriers like] Telmex and Telcel with regard to various [commission] rulings, despite that fact that, as the OECD report itself admits, the courts more often than not found that Telmex and Telcel were correct, and that [the commission] had in fact acted unlawfully," the Sidak report states. "Despite this fact, the OECD urges that [the commission], the organization that requested the OECD report, be given absolute and unquestionable authority over the telecommunications sectors, subrogating the role of [other agencies] and the Mexican courts."

The solution to promoting innovation and deployment of next-generation telecommunications networks, says Sidak, is to remove government barriers to entry in the wireless and television markets, not impose outdated and counterproductive regulations( http://ssrn.com/abstract=623221 ).

"This is not just an America Movil issue," Sidak says, stressing that countries and governments count on the accuracy of data( http://ssrn.com/abstract=335180 ) produced in reports like the OECD's to guide policymaking.
